Zachary Dykes

President

Zachary Dykes is the Communications Training Coordinator at the Missouri State Highway Patrol. He has served on the Missouri APCO Board since  2019 and has served as your Missouri APCO President since 2021. Throughout his first term, he has made it known that he is working to build the Chapter’s Membership and engagement. As President, Zach serves on the leadership team of the Missouri Public Safety Communications Conference (MPSCC). He is also an instructor for the Missouri Professional Training Partnership.

JR Webb

Vice President

JR Webb is the Assistant Director at Springfield-Greene County 9-1-1. He has served on the Missouri APCO Board  since his appointment in 2014 and has served as your Missouri APCO Vice President since 2019. As Vice President, JR is the appointed chair of the Missouri APCO Legislative Committee and has been called on many times to testify before the Missouri Legislature on issues relating to 9-1-1 and Emergency Communications. 

Stephen Hoskins

Past President

Steve Hoskins is your Missouri APCO Immediate Past President. He has served on the Board since 2015 and served as President from 2017 to 2021. He, JR and fellow leaders from MONENA and MO911DA were instrumental for the service fee legislation that was passed.  

Angie Rodgers

Secretary

Angie Rodgers is the Director of the Scott County 9-1-1 Center in Southeast Missouri. She has served on the Board since 2021. In addition to her duties as Secretary, Angie also acts as the Editor of the quarterly Missouri APCO Newsletter.

Roger Martin

Treasurer

Roger retired from the Air Force in 2001 and began his career with the Highway Patrol at Troop E Radio in Poplar Bluff the same year. In 2008, he was appointed as the Communications Division Training Coordinator and moved to General Headquarters, Jefferson City. Roger retired from the Patrol on March 1, 2023. He has served on the board of Missouri APCO since 2010 as Vice-President, President, Executive Council Representative, and now Treasurer. Undoubtedly Roger’s primary focus throughout his career has been the training and education of professionals within public safety communications. He is the MOAPCO co-chair for the Missouri Professional Training Partnership. He works with Missouri Southern University and works with other organizations to provide initial and continuing education courses around the state. He and his wife, DeAnn, enjoy traveling, singing every chance they get, community theatre, and are members of the Benevolent and Protective Order of Elks. They share four sons, two daughters-in-law, and two beautiful granddaughters.

Cheryl Konarski

Executive Council Rep.

Cheryl Konarski is the Public Safety Communications Manager with the Joplin Police Department. She is in her thirty-eight year in public safety and nineteenth in 9-1-1. She has served on the board of Missouri APCO since 2011, beginning her tenure as the treasurer, and has just started her third year as the Executive Council representative. Cheryl is committed to the growth of the Missouri chapter and seeks ways to grow membership. Her passion is training, and she feels that through outreach to centers to provide low to no-cost training, we can continue to grow and develop our chapter, and build a strong network. 

Sarah Newell

9-1-1 Service Board Appointee

Sarah Newell has served as Missouri APCO’s Governor Appointed 9-1-1 Service Board representative since June 2023. 

Penny Knight

Commercial Advisor

Penny was appointed to the Board in 2022 following the unexpected death of her husband and the Commercial Advisor at the time, Matthew Knight. Penny is eager to learn and become involved in the Chapter. In addition to serving as the Missouri APCO Commercial Advisor, Penny also serves as the Missouri Public Safety Communications Conference Commercial Advisor and is essential in ensuring a great exhibit hall is available to attendees and exhibitors alike.

Regional Ambassadors

Missouri is comprised of seven regions which are represented by elected officials known as Regional Ambassadors – Regional Ambassadors. These ambassadors are tasked with assisting the Board of Officers in the management of all business affairs, offering regional insight and expressing regional concerns, maintaining open lines of communication with public safety communications professionals within their region, providing information on the benefits of membership and encourage public safety communications professionals within their region to join APCO, and encouraging APCO members to seek leadership opportunities and become involved in the management of the Missouri Chapter and APCO International. 

Saralyn Hayes

Northwest Region

Serves: Andrew, Atchison, Buchanan, Caldwell, Carroll, Cass, Clay, Clinton, Daviess, De Kalb, Gentry, Grundy, Harrison, Holt, Jackson, Johnson, Lafayette, Livingston, Mercer, Nodaway, Platte, Ray, and Worth Counties

About: Saralyn Hayes has worked in public safety for nearly 30 years, starting as a dispatcher and dispatch supervisor. She is now the Database/GIS Manager at Mid-America Regional Council (MARC) in the 11 county Kansas City region. Saralyn has been a member of APCO since 2001 and was voted a Lifetime Member in 2021. She serves as the Northwest Regional Ambassador for MoAPCO and enjoys being able to connect with comm centers and telecommunicators when presenting Teammates in Action recognitions, delivering the Tote of Hope or helping an agency in her region. Saralyn is also part of the Events Committee for MPSCC.
