Missouri APCO Recognizes Three New Chapter Life Members

The designation of Chapter Life Member is an honor that is bestowed to those members who have worked for the betterment of their peers and the emergency communications profession in Missouri. Nominees for the distinction must first qualify by having been a member of the Association of Public Safety Communications Officials (APCO) for at least 15 years, been a member of the Missouri Chapter for at least five years and must have made three significant contributions towards meeting the needs of MOAPCO and/or APCO International.

The Missouri Chapter would like to take a moment to introduce you to three individuals who have proven through their dedication and selflessness that they have earned the right to become Life Members of the Missouri Chapter. They are being introduced in order of longetivity. 

Saralyn Hayes, RPL

Mid-America Regional Council

Since March 6, 2000, Saralyn Hayes of the Mid-America Regional Council has been an active member of the Missouri Chapter. During this time, she has worked for the betterment of her public safety communications peers from around the state, particularly in the northwest regionSaralyn proudly and selflessly began serving on the Missouri APCO Board of Officers as the Northwest Regional Ambassador in March of 2017. As the Regional Ambassador, she has facilitated communication between APCO and it’s members, engaging the area’s Emergency Communications Centers to promote membership, engagement and training as well as receive feedback from frontline telecommunicators.  

In October of 2019, Saralyn selflessly volunteered to become the Regional Coordinator for the newly created Totes of Hope program and has personally deployed these totes to centers in the northwest region following critical or traumatic incidents.  

In addition to all of this, Saralyn has served for many years on the Missouri Public Safety Communications Conference Committee, lastly as a co-chair for the events sub-committee. This conference is a joint venture between the Missouri Chapters of APCO, National Emergency Number Association (NENA) and the 9-1-1 Director’s Association. Each year, this conference provides the emergency communications professionals of Missouri the opportunity to attend critical training, network with their peers, and engage with exhibitors promoting updated or upcoming technology that is critical to the continuing improvement of services to our communities. 

It is due to her dedication and service to the emergency communications professionals in Missouri that Saralyn was nominated to receive the distinction of Chapter Life Membership. During the quorum meeting of MOAPCO’s membership on Tuesday, May 18, 2021, the nomination was read and accepted with the full support of the MOAPCO Board of Officers and present membership.  

We would like to congratulate Chapter Life Member Saralyn Hayes, RPL and thank her for her dedicated service to the emergency communications professionals in Missouri!  

Since November 23, 2005, Stephen Hoskins of the Kansas City Police Department has been an active member of the Missouri Chapter. During this time, he has worked for the betterment of his public safety communications peers from around the state, particularly through legislative efforts to secure funding for Missouri’s 9-1-1 system.

Steve proudly and selflessly began serving on the Missouri APCO Board of Officers in 2014. During his tenure on the Board, he served as Vice President, then President and currently serves as the Immediate Past President, ending his Presidential term in March 2021. Along with other members of the Board and Officers of the Missouri Chapter of the National Emergency Number Association (NENA) and the Missouri 9-1-1 Director’s Association, Steve worked tirelessly with Legislatures to ensure that 9-1-1 funding in Missouri became a reality.

In addition to this, Steve severed as the Missouri APCO Executive Representative to the Missouri Public Safety Communications Conference – a joint venture between the Missouri Chapters of APCO, NENA and the 9-1-1 Director’s Association. Each year, this conference provides the emergency communications professionals of Missouri the opportunity to attend critical training, network with their peers, and engage with exhibitors promoting updated or upcoming technology that is critical to the continuing improvement of services to our communities.

It is due to his dedication and service to the emergency communications professionals of Missouri that Steve was nominated to receive the distinction of Chapter Life Membership. Angela Stiefermann

Jefferson City Police Department

Since June 29, 2006, Angela Stiefermann of the Jefferson City Police Department has been an active member of the Missouri Chapter. During this time, she has worked for the betterment of her public safety communications peers from around the state, particularly in the central region of the state. During her tenure on the Board, she has served the members of the Central Region as the Regional Ambassador, facilitating communication between Missouri APCO and the members, promoting membership and gathering feedback from the members and centers in the region.

In addition to this, she serves as the primary Public-Safety Communications Instructor in the Central Region, providing low-to-no cost training to the centers in her region. In 2019, Angie selflessly volunteered to become the Regional Coordinator for the newly created Totes of Hope Program, a program which deploys care totes to centers following traumatic or high-stress critical incidents.


Angie has and continues to serve as the co-chair for the Training Sub-Committee of the Missouri Public Safety Communications Conference – a joint venture between the Missouri Chapters of APCO, National Emergency Number Association (NENA) and the 9-1-1 Director’s Association.
