Congratulations to Rochelle Esparza, the Training Coordinator and a frontline supervisor for the St. Joseph Police Department, for being awarded the Matthew Knight Memorial Scholarship!
Rochelle was selected from eleven applicants by the Scholarship Committee to receive the Fall 2023 Matthew Knight Memorial Scholarship (MKM), which will allow Rochelle to attend the upcoming Missouri Public Safety Communications Conference (MPSCC)’s Training Symposium in Springfield at no cost to her or her agency.
Each year the Missouri Chapter of APCO offers two MKM Scholarships, one to the Spring MPSCC and one to the Fall MPSCC. This scholarship affords one public safety communications professional who works the frontline (actively taking calls or providing radio communication) the opportunity to attend the MPSCC and pays for the registration, hotel, mileage and some food.
It is the goal of the Missouri Chapter of APCO through this scholarship program to assist public safety communications personnel in attending and achieving personal and professional development. We hope that by attending this conference, both Rochelle, her team and the entirety of the St. Joseph community will benefit.

The Missouri Chapter will once again open the scholarship application period for the Spring MPSCC in St. Louis this fall. Thank you to all the applicants for taking the time and effort to apply. The Board continues to urge public safety communications professionals to apply for this and other Missouri APCO scholarships.
