Missouri APCO Accepting Declaration of Candadicy for 2023-2025 Term

Missouri APCO is seeking dedicated and qualified individuals to continue its legacy of being Leaders in Public Saftey Communications through service on the Missouri APCO Board of Officers during the 2023 – 2025 term. 

Declarations of Candidacy must be received by the end of business on February 3, 2023 and may be submitted for themselves or another qualified member. Current Officers must also submit a declaration of candidacy if they wish to run again.

The following board positions are up for election for the 2023-2035 term: 

  • President
  • Vice President
  • Secretary
  • Treasurer
  • Central Regional Ambassador
  • Eastern Regional Ambassador
  • Northeast Regional Ambassador
  • Northwest Regional Ambassador
  • Southwest Regional Ambassador
  • Southeast Regional Ambassador

Qualifications

Candidates for the Board of Officers shall meet or exceed the minimum qualifications listed below: 

  • Be a member in good standing, serving in a non-commercial capacity;
  • Reside in the State of Missouri;
  • Have the support of their agency, unless retired from Public Safety
  • Have attended two of the last four Missouri APCO-sponsored conferences (MPSCC);
  • Candidates for President, Treasurer and Secretary must be FULL APCO members;
  • Candidates for President are required to have on-year of prior Missouri APCO board experience and be active in the associations
  • Candidates for Regional Ambassadors must live or work within the region that they represent (see below)

Desirable Attributes

To effectively serve the association, candidates should consider their background, education, and
experience with regard to the following desirable attributes:

  1.  Leadership Skills: MOAPCO is a sizable not-for-profit organization. Many of the Association’s
    members volunteer their time and talent toward helping the Association achieve its goals.
    Candidates should consider their ability to serve as a top-level executive of such an organization.
  2. Budgeting Skills: MOAPCO has a budget that supports widely varied goals and objectives.
    Candidates should consider their ability to develop and administer such a budget.
  3. Contracting Skills: Officers on the Board should be familiar with the development of contracts
    for goods and/or services to include negotiating such contracts. They also should be familiar with
    the administration and enforcement of such contracts.
  4. Meeting Skills: Officers on the Board either conduct meetings or represent MOAPCO in various
    meetings. Candidates should consider their inter-personal skills, negotiating skills, ability to
    work with a varied group of individuals, and ability to bring such a varied group to consensus.
  5. Communication Skills: Officers on the Board represent MOAPCO in a variety of ways. These
    may include speaking to both large and small groups of people; presenting MOAPCO viewpoint
    to elected and appointed officials both verbally and in writing; and preparing statements and
    articles for publication in magazines, newspapers, and other media. Candidates should consider
    both their public speaking and writing skills.
  6. Ability to travel: Officers on the Board represent MOAPCO at a variety of meetings and other
    functions which require travel throughout the state of Missouri and the United States.

Time Commitment

To effectively serve MOAPCO, the Officers on the Board must dedicate a significant amount of time to
the endeavor. In addition to frequent meetings with other Officers and various committees to discuss
business matters, Officers are required to represent MOAPCO at various meetings and functions held by others. Candidates should consider the following:

  1. Participation in the required meetings may consume various periods of time. Most are of one or
    two days in length; some are for an entire week; and a few are for a longer period of time.
  2. Participation in the required meetings may require travel on Saturdays, Sundays, and/or Holidays.
  3. To help minimize travel, some meetings may be conducted using telephone conference call
    facilities. Nonetheless, these meetings require time out of an Officer’s day and may last for a
    period of two or more hours.
  4. The scheduling of most of these meetings is not a matter that can be controlled by the Officer. The
    Officers, however, have some flexibility as to which Officer(s) should attend a specific meeting
    or function
  5. Officers on the Board are required to review large volumes of e-mail, regular mail, and other
    printed material. Officers are expected to respond to such material in a timely manner.
  6. The commitment of time will extend over the entire period of time for which the Officer will
    serve. Normally, the time commitment is less while serving in the lower offices and increases as
    one moves upward toward becoming the President.
  7. In considering the time commitment, members should include an evaluation of how it will affect
    their normal job duties, how it will affect their employer, and how it will affect their family and
    loved ones

About the Offices

President: 

  • Preside at all general membership and special meetings. Outline annual objectives for the
    year. Ensure meeting conduct is in keeping with the purpose of MOAPCO. Require,
    enforce, and rule in matters of parliamentary procedure.
  • Serve as an executive officer to the Missouri Public Safety Communications Conference
    (MPSCC).
  • Discuss any proposed resolutions to be presented to the chapter membership quorum.
  • Serve as an ex-officio member of all committees of MOAPCO. Appoint special
    committees to perform tasks deemed necessary during the term. Make appointments to
    standing and special committees

Vice President: 

  • Perform the duties of President in the President’s absence.
  • Participate in Board of Officer responsibilities as assigned by the President or the Board
    of Officers.

Secretary

  • Serve as Secretary to the Board of Officers and MOAPCO business meetings. Prepare
    complete minutes of all MOAPCO meetings and distribute to the MOAPCO Board and
    Association Office.
  • Keep a complete roll of the membership, furnishing up to date listings at frequent
    intervals to the President, Vice-President, and Conference Chairman.
  • Maintain a schedule of future chapter meeting dates and locations for at least one year in
    advance and shall report these to the Association Membership Department promptly upon
    their scheduling.

Treasurer

  • Receive all funds belonging to MOAPCO. Maintain bank accounts for the orderly
    processing of all funds. Pay from the accounts all MOAPCO obligations as prescribed by
    the Chapter or upon orders from the President or the Board of Officers during intervals
    between Chapter meetings
  • Prepare a financial report and present it at each meeting. Make financial records available
    to the Board of Officers for auditing purposes. Deliver promptly all monies and records
    to the Treasurer’s successor or to whomever the Board of Officers may designate to
    receive them.
  • Maintain all financial records in their original form as required by state laws or statutes.
    Provide annual financial records for the preparation of state and federal tax returns.

Regional Ambassador

  •  Attend meetings of the Board of Officers to offer regional insight and express regional
    concerns. Maintain open lines of communication with public safety communications
    professionals within their region. Provide information on the benefits of membership and
    encourage public safety communications professionals within their region to join APCO.
  • Encourage APCO members to seek leadership opportunities and become involved in the
    management of the Missouri Chapter and APCO International.
  • Serve as members on standing committees or program workgroups as directed by the
    Board of Officers and/or the policy manual (i.e. ProCHRT, Totes of Hope, etc.).

    Dallas, Howard, Hickory, Gasconade, Laclede, Maries, Miller, Moniteau, Montgomery,
    Morgan, Osage, Pettis, Phelps, Pulaski, and Saline Counties
  • Eastern Region: Franklin, Jefferson, Lincoln, Perry, Pike, St. Charles, St. Francois, Ste.
    Genevieve, St. Louis City, St. Louis County, Warren, and Washington Counties
  • Northeast Region: Adair, Chariton, Clark, Knox, Lewis, Linn, Macon, Marion, Monroe,
    Putnam, Ralls, Randolph, Schuyler, Scotland, Shelby, and Sullivan Counties
  • Northwest Region: Andrew, Atchison, Buchanan, Caldwell, Carroll, Cass, Clay, Clinton,
    Daviess, De Kalb, Gentry, Grundy, Harrison, Holt, Jackson, Johnson, Lafayette, Livingston,
    Mercer, Nodaway, Platte, Ray, and Worth Counties
